David Welch is a seasoned trial attorney, strategist, and civic advocate based in Los Angeles, California. As the Founding Partner of Enso Law LLP, he leads the firm’s litigation and regulatory practices, representing public entities, corporations, and individuals in complex civil disputes, intellectual property matters, and government compliance issues. David is recognized for his ability to navigate sophisticated legal challenges with precision, creativity, and an unwavering focus on advancing his clients interests.

Over his career, David has established himself as a leading voice in intellectual property, municipal, and regulatory law. He has argued before the California Supreme Court and the U.S. Court of Appeals for the Ninth Circuit, helping to shape key precedent on constitutional and preemption issues affecting regulated industries. His practice encompasses commercial litigation, government enforcement actions, and advisory work for clients operating at the intersection of business, policy, and technology.

David’s accomplishments have been recognized nationally. He has been named a Super Lawyer (2013–2025), honored among the Daily Journal’s “Top 40 Under 40”, and featured in the National Law Journal’s “Intellectual Property Trailblazers.” These distinctions reflect his long-standing dedication to excellence, leadership, and innovation in the practice of law.

David studied at Universidad Iberoamericana in Baja, Mexico, and the University of International Business and Economics in Beijing, China, and earned his Juris Doctorate from Loyola Law School, Los Angeles. He is admitted to practice in all Nevada and California state courts, the Trademark Trial and Appeals Board and the U.S. District Courts for the Central District of California; Southern District of California and Eastern District of California.
